Review Policy

Review Policy and Publication Times

1. General Provisions
1.1 Manuscripts of all articles (with the exception of secondary information - digests, scientific chronicle,editorial material) are subject to mandatory review.
1.2 The manuscript is sent to one reviewer from among specialized professionals or members of the editorial board and the editorial council.
1.3 The review is carried out anonymously, confidentially, on royalty-free basis. Anonymity is disturbed in case of plagiarism or falsification.
1.4 The reviewer is notified that the manuscript is privately owned and contains information not subject to disclosure. Materials may not be copiedfrom it.
1.5 All activities are supervised by the chief editor.

2. Terms of review
2.1 The manuscript is sent for review no later than 1 month after the date of receipt.
2.2 The reviewer is required to submit a review to the editor within 1 month after the date of receipt of the manuscript.
2.3 The Editorial Board is to decide on publication or rejection of the manuscript within 1 month after receipt of the review.
2.4 Additional (second) cycle of review (if necessary) is carried out in the same time frame.

3. Requirements for review
3.1 The review should assess the following:
- Clarity of goals and objectives of the study;
- Adequacy of methodological approaches;
- Relevance, originality, scientific level;
- The outcome, its value and credibility;
- Coverage of appropriate existing literature.
3.2 The reviewer should evaluate the advantages and disadvantages of the content and form of the manuscript.
3.3 The reviewer can make editorial comments and suggestions.
3.4 The review must end with the conclusion about the feasibility of publication.

4. Procedural issues
4.1 Interaction of the reviewer and the author(s) is not permitted,
4.2 A negative review is sent to the author(s) without identifying the reviewer (positive review will not be sent).
4.3 If revision is necessary, the editorial board sends the manuscript to the author(s) and upon return they decide whether it might be published without review (the author(s) are informed about it within 2 weeks after the decision).
4.4 In case if one review is not enough or discussion with the author(s) is started, the Chief Editormay request more than one revision of a manuscript.
4.5 The Chief Editor is responsible for the decision to reject or recommend the manuscript for publication (the author(s) shall be notified about it).
4.6 The controversial issues are resolved in accordance with scientific ethics and legal norms.
4.7 The originals of reviews are stored by the editorial board for five years.
4.8 The EditorialBoard sends copies of reviews or a reasoned refusal to the authors, and also sends copies of reviews to the Ministry of Education and Science of the Russian Federation.
